The Indecent Photos of an Officer from Chongqing City Landscape Management Bureau Exposed

The City Urban Administrative and Law Enforcement Bureau (or City Urban Administrative Enforcement Bureau, 城市管理行政执法局), also known as chengguan (城管), is notorious for their abuses of power and violations. The bureau is responsible for cracking down the street vendors, hawkers, and even the shoe shiners in the streets, but they used too excessive force to enforce the law, which have caused many violent confrontations and aroused citizens’ resentment towards them.

Recently, a netizen posted another topic titled “Come look at these pictures. Aren’t they abominable?” in a bbs forum in Chongqing to reflect the foul face of the chengguan again, with a set of pictures attached too showing an officer of chengguan parked the car in a street and asked a shoe shiner to polish the shoes for him. He himself lay on the front seat like a big boss. Shoe shiners are workers who work in the streets to help polish shoes of passers by to earn money to support their families, and they are also the target of Chengguan.

These pictures attracted the attention of the administration enforcement bureau in Chongqing that the officer works for. This bureau is responsible for the city landscape management. In order to prevent the matter from going serious, the bureau made a quick response to the public, in a Chinese unique bureaucratic way.

The bureau stated, “First of all, thank all netizens for concerning and monitoring our job. After carefully investigation, these pictures were confirmed to be true. In order to better learn from this lesson, and maintain and foster a good image of our bureau and officers, the Party Committee of the bureau gave four suggestions to deal with the matter.

1. Hold a meeting of all administration enforcement officers, and rectify the discipline.

2. Order the chief of the Supervise Brigade of the bureau to make a self-criticism in the meeting, and in the same time, deduct 600 yuan off his work allowance this month.

3. Suspend the person concerned from his current driving job, and order him to make self-criticism too in the meeting. In the meantime, the Supervise Brigade shall give him the economic punishment.

4. Order the Supervise Brigade to give the punishments to the deputy chief and other leaders, and hand the treatment results into the Party Committee of the bureau too.”

The bureau also announced that they will strengthen the education management to their administration enforcement squad, and improve the overall quality of the squad too.
